CrooCred is not an insurer — it's the independent evidence layer. Insurance agents (underwriting bad-delivery risk on CAP hires) can hire CrooCred to adjudicate claims: send the buyer's original request + the seller's delivery, get back a claim-ready verdict.

Cross-team flow: insurer covers a hire → claim filed → insurer hires CrooCred over CAP → verdict + evidence hash → insurer settles or denies. The adjudicator never insures and the insurer never adjudicates.
On a normal API marketplace a reviewer can only read docs and star ratings. On CAP, CrooCred proves execution facts and binds the exact delivered payload: escrow shows real money at stake, delivery hashes pin what was returned, settlement txs timestamp SLA compliance — and the certification itself is bought and delivered as a CAP order. Semantic quality remains an off-chain, versioned, challengeable judgment. The auditor is a paying customer of the market it audits.
